March 21, 2008-7:56 p.m. Hello, citizens of Yuma, Arizona! I�ve come here today to offer you guidance in your quest to quell the flow of illegal immigrants across your border with Mexico. A MOAT is not the answer. You probably don�t realize this but the entire border between Texas and Mexico is effectively a moat. We like to call this moat The Rio Grande River.
