An officer warned her not to eat in the subway and she popped the rest of her candy bar into her mouth and put the wrapper into a trash can. The ever-vigilant transit police saw this as a violation of the no eating rule and followed her and subsequently arrested her. No telling how many terrorists with bomb-laden backpacks could have breezed onto the train while the officers were busy accosting this woman for finishing her candy bar.
